Turns a scout-report into a deterministic implementation plan. Read-only. Use after scout and before any code is written on non-trivial work. Produces .buildloop/current-plan.md.
CONTEXT
.buildloop/scout-report.md, and nothing it can avoid re-reading. Trusting the report or saying why it doesn't is part of the contract.

None. The plan at .buildloop/current-plan.md is the handoff, and it is written for a machine rather than a reader.
EVALUATION
Every file operation names exact signatures and anchor text, and every step carries the command that proves it worked. A step nobody can write a check for is a step that is not specified yet.
WHERE IT FAILS · 3
- Writes prose plans — 'update the component' — that read fine and cannot be executed.
- Chooses on the human's behalf when the plan hits a decision that is genuinely theirs, instead of stopping and naming it.
- Splits work into too many small operations; the pipeline handles a fifteen-file change fine and handles ambiguity badly.
